Democrats and Republicans are part of a dialectical entity, society, which is a “community” of “individuals” in which there are problems.
Democrats tend to look at individuals from the point of view of the community, while Republicans, at the community from the point of view of the individuals.
I say “tend” since, in some cases, the reverse might be true; however, you can be sure that whenever one side looks at a problem from one point of view, the other will be on the other side.
In the case of particular problems, though, you also can be sure that it is always easier for Republicans to make their points since they tend to focus on individuals as the cause of the problem, which of course in a society it is often the case. At the same time Democrats as progressive tend to offer solutions, which are relatively unknown and always challenging, since there will always be “individuals,” mainly Republicans, paying the price...
